cpu policy stuck at 'performance'

today, at boot, cpu freq policy of my laptop is set to 'is set to
'performance' and cannot be changed.
As i try to switch to 'dynamic' (through kpowersave) i get ' cpu freq policy
dynamic could not be set'.
So my laptop gets hot, without any heavy processes running on it.
Any ideas about what has happened?
