Because some of us learn from history.  If you want to make a convincing 
argument, mention some real examples that show it's not impossible to 
let you make arbitrary choices without making mistakes.

That depends on whether you are setting up something new and different 
or just copying someone else's example.

No, it's the sort of thing any number of text manipulation tools handle 
well, especially diff and the revision control systems like cvs, svn, 
etc.  And the best user interface is always no user interface whenever 
it is possible for the machine to do it correctly by itself.
