Not usually.  Usually you install it to the MBR, but there's nothing to stop
you doing it at the partition level.

I don't see how that makes any difference.  A computer boots from an
attached device, and that boot program can chain to another program ad
infinitum, but it's still the same computer that's running it.  I don't see
how you can use grub to boot your _other_ computers.
