Why doesn't GUI upgrade 6.06 LTS to 7.04 work?

Kip,

    Ubuntu lets you upgrade from one LTS to another LTS so you don't
have to go through each release inbetween. 8.04 when it comes out is
the next LTS and should be released at the end of April.
