test: Reportbug doesn't work with ubuntu. It's designed for Debian

You know, I've been following this bug for at least three years (this
particular version was filed in 2004-11), but the report I know and hate,
with many pages of comments - both complaints and promises of fixes -
doesn't appear to be in launchpad (the original bug predated launchpad).
