Newbie tech question -- Ubuntu, Gutsy, OOo, gpg, offer of help

This seemed like the ONLY e-list to address this to, but please tell me
which Ubuntu elist to address this to.
I am not reporting a bug.
I'm reporting a "Synaptic" update request.
My machine is Gateway MX6450 with AMD Turion 64.
Hardy will not run on my hardware, so I'm still running
(effectively) Gutsy, with all of the updates short of Hardy.
Question 1:
What is the general delay time in getting updates into the standard
ubuntu "Synaptic" libraries/repositories for updates?
I am most interested (at the moment) in the latest stable release,
OOo 2.4.1 .
When will OOo 2.4.1 be available through Synaptic?
Is there a problem that is keeping OOo 2.4.1 out of the Ubuntu-official
application libraries/repositories?
Question 2:
Is there a reason that the GnuPG installed by Gutsy "Synaptic" is only
1.4.6 , from 2006? While gpg 1.4.6 is working admirably (not in
Evolution, but in Thunderbird-enigmail), it is not even close to the
current "stable" release.
Question 3:
If one is so inspired to help with creating deb pakages for the Ubuntu
repositories, how does one go about partipating by creating up-to-date
candidate packages for current stable application releases in the Ubuntu
"Synaptic" libraries/repositories?
Yes, my focus is Gutsy... only because Hardy locks up on my amd64
laptop. Would be glad to supply any information to help you's guys
figure out why Hardy is locking up.
