I don't know the exact mechanism either, but it seems that upstart (the
sysvinit replacement) dumps them there: http://upstart.ubuntu.com/

I *think* that one needs to switch to another TTY first, then to F8. Not
sure why. I always switch to F1 first, then to F8, and that works
reliably
