Any user can restart

that is handled by gnome-power-manager ... install gconf-editor, run it
with sudo and search for the "can_hibernate" and "can_suspend" keys ... 
if you unchecked them, right click the entries and set them as mandatory
and default, that way user wont be able to set them back.
