You might have a look at Pessulus which is a lock-down editor:

sudo apt-get install pessulus

It is used for setting up 'kiosk' systems. Also see:

Note: for kubuntu there is kiosktool. See:
http://caffeinefueled.com/posts/building-an-internet-kiosk-with-ubuntu
for an example.

Alternative (in your case) is to use a password enabled screensaver like
xlockmore.
