If it really doesn't exist in gdm, you might just try installing kdm, which
_does_ have such options. At least, it can lock down shutdown to root only.
I think you'd then need to modify the sudoers file to give yourself the
ability to use the shutdown & restart commands without a password - which
should make it work exactly as if you were root.
