That's an important consideration but not the only
consideration.

Newbies aren't newbies for long.  A computer system
is a tool.  Rubber hammers and blunt crayons are OK
for infants but grown ups want to be able to use
their tools to quickly achieve results.

Designing systems for newbies leads to garbage
like Vista and KDE 4.0 ... garbage that even newbies
hate.
