customize gnome desktop for all users?

If I install Ubuntu on computers in a public laboratory, I'd like to
make some changes to the gnome panel. I don't want fast user
switching available, I want to add the system monitor, and possibly
remove a couple of the other gnome applets that are running. I
thought I'd find a config under /etc/skel, but I don't see it.
Is it possible to customize the desktop for new user accounts?
