As I understand it, Num Lock is a toggle on the keyboard itself - so long as the keyboard has power the numlock button will turn the num lock LED on and off. But Caps Lock is an OS toggle, so if there is power but no signal, you can't turn the caps lock light on and off.

When lockup occurs, it is complete. There is absolutely no response to
any mouse or keyboard action. It's as though the keyboard and mouse
are both disconnected.
The only reaction I get is when I press the power button on the
computer. The computer shuts down and as far as I can tell, it's a
normal shutdown.
