Iptables has a uid and gid match
iptables -A OUTPUT -p tcp --match owner --uid-owner 503 --dport 80 -j DROP
thats how I would do it.

You might have a look at sabayon (and/or Pesselus):
sudo apt-get install sabayon
[will appear in 'System|Administration|User Profile Editor' after install]
http://www.gnome.org/projects/sabayon/
http://www.gnome.org/~seth/blog/sabayon
Brief pessulus example:
http://tombuntu.com/index.php/2008/05/27/how-to-lock-down-gnome/
sudo apt-get install pessulus
[will appear in 'System|Administration|Lockdown Editor' after install]
Note: on both you can lock down the panels etc., & if you don't want the
user to have access to firefox etc., just remove it from the panel for
that user.
https://wiki.ubuntu.com/kioskGnome
and for firefox:
https://addons.mozilla.org/en-US/firefox/addon/3911
And an old but still useful info page:
http://users.telenet.be/mydotcom/howto/linuxkiosk/ubuntu01.htm
and many more:
http://www.google.com/search?q=ubuntu+%2Bkiosk
Oli has a blueprint to provide a better approach...
