You might have a look at sabayon (and/or Pesselus):

sudo apt-get install sabayon
[will appear in 'System|Administration|User Profile Editor' after install]

Note: on both you can lock down the panels etc., & if you don't want the
user to have access to firefox etc., just remove it from the panel for
that user.
