Not necessarily - for example, installations using compilation with
"checkinstall" will show up in that list - and more or less by definition,
those packages that you made yourself and installed are likely to be
packages that you would prefer to keep.

Pretty much, yes. "--purge" will remove the package + "global" config files
- the only files it won't touch are personal config files in $HOME
( usually ~/.appname or sometimes other dot files under for example
~/.config , ~/.gconf  etc. )
