Synaptic has a section of  (local or obsolote)
Would that list such no-longer-needed files for removal?

Alternatively, shouldn't "mark for complete removal" in synpatic or
sudo * apt-get --purge remove <package>*
remove an application AND all the unecessary config files and stuff?
