Alpha sorting "System"'s Preferences and Administration ?

Hello System Experts
After adding some new tools the sequence in these two gets quite messy !

I would like, best would be always system wide, except the desktop of
course, 
a proper alpha sorted display !!

My preference:
Displayed 67%, viewed as Icon and always folders before files !

Possible ?
If yes, how ??
Manual or tool ???
