The dialog actually says "grayscale or indexed" - and the default
option is checked: to do an auto-conversion to indexed. If you want
to manually convert to indexed mode - select Image->Mode->Indexed and
run through the dialog.
There is no such thing as RGB GIF - they are all indexed color AFAIK.
And on a final note - anything that GIF can do, PNG can do better ;)
