Traceroute to ubuntuforums never finishes

To me this looks like a routing problem from your ISP.  Based on what 
you are telling us, traceroutes die at one point.  That sounds like from 
that point, the next hop has a different route BACK to you than the rest 
of the /good/ hops.  In other words at the point that 91.189.94.12 gets 
your packet it is finding a /better route/ to you than the original path 
it took to get there.  Unfortunately, it looks like that route doesn't 
make it back to you.  This is either a misconfig with your ISP, or 
possibly with canonical's routers.

It's also possible that your friends next hop isn't the same as yours. 
Although not likely.

Of course this is all a guess, I've not looked at it.
