They seem to believe that it is resolved:

as you can move 'plasmoids' (reminds me of Graboids in in the movie
Tremors) around now. Apparently the ability to move or do anything with
the bits in the plasmoid (move, resize, move windows within) is a
separate issue. Apparently the bits I want to move around are within the
MS Windows named 'Task Manager' which has two settings: 1) only show
tasks from the current desktop, and 2) only show tasks from the current
screen.
