If I read this correctly, it means like this.

Basically if in the post there is multiple questions asked, you should 
snip out the irrelevant parts (for conserving bandwidth) and answer each 
part in turn underneath the appropriate question.

It helps keep things clear when answering a long post.

However, if this isn't at all what you want to know, can you clarify?
