You misunderstood. The issue is not that the package would need to stay
the same. The issue is that you cannot switch over people from FF2 to
FF3 in the middle of the lifetime of Ubuntu 8.04. 8.04 is not only used
by hobbyists and home users, but in some large installations who don't
want to deal with the resulting fallout of such a fundamental switch.
As I said before already, the right and only time to make a major FF
version switch is from Ubuntu 7.10 to 8.04. Unfortunately, this meant
having to do the initial release with the Beta.
