By the phrase " . . . necessary refresh rate for USA", I suggested that
he might be confusing refresh rate with AC current cps in the USA.  As
far as I know, there is no mandatory, government dictated monitor
refresh rate in the USA.  Yet.  And by using the word confusing, I mean
no disrespect whatsoever toward Jeffrey.  

I was just trying to be helpful.  Oh well, "no good deed goes
unpunished".
