You can get a list of files to download and after downloading install from
a local directory. If that is what you want to do, select the packages to
install in synaptic. Then go to File -> Generate package download script.
When you have downloaded the files, go to File -> Add downloaded
packages.
As another option, you could install the package apt-proxy on your server.
Then modify your /etc/apt/sources.list file to point to your server.
