Not sure that I understand what you mean, but maybe this helps: you can
select a part of the message that you want to reply to, and press the
reply button after that. Then only the selected part will be quoted

I don't know, I guess the developers didn't see this as an important
feature, and neither do I FWIW. I'd prefer everyone to quote the same in
order not to distract me needlessly :)
