gnome-menus - the problem is larger

In trying to get this to work, I've discovered that turning on visibility to
any menu under applications has no effect.
(I turned visibility 'on' for education and debian, and they do not show up,
even after refresh)
I'm afraid this may be a real bug needing attention.
