gnome menus

[Verde Denim]

Strange behavior. I've googled and gone through some of the forum results,
but no joy here.

To get this partially working, I
added an entry in /ettc/xdg/menus/applications.menu
 called 'ToolTest'

added a file in /usr/share/desktop-directories called 'Tooltest.directory'

on a refresh, if I select 'edit menu' from the gnome bar, the new entry
shows up, but cannot be made visible.
It also doesn't show up on the applications menu.

I've cleaned out the local files in ~/.config/menus ,and even cleaned up
~/.local/share

Can anyone point me to a resource that will enlighten me as to how to add
menus here that actually behave as expected?

(I'm looking through launchpad as well to see if there are known bugs with
this)
