Not exactly. Use "update-manager -d" only if you want to upgrade to Hardy 
now. From "update-manager --help":

| -c, --check-dist-upgrades
|                       Check if a new distribution release is available
| -d, --devel-release   Check if upgrading to the latest devel release is
|                       possible

So if you want to get the update after the final release you should 
use "update-manager -c".
