Ouch.  If you try that from the command line, you'll get a warning
that's impossible to dismiss without reading it through:

  $ sudo apt-get remove coreutils
  ...
  You are about to do something potentially harmful.
  To continue type in the phrase 'Yes, do as I say!'

Not yet.  You will lose them if you reformat and reinstall.

You can still boot from a CD and copy those to a USB key, say.  All the
system settings live under /etc.  /home is another place to back up --
all your user files and settings are there.

It lives in /var.  /var/lib/mysql probably.  Another thing to back up.

Restoring the system without reformatting is possible, but difficult.  I
do not feel qualified to explain the process, but it would involve
copying some of the system files from another Ubuntu install and then
reinstalling all the packages you accidentally removed.  Figuring out
exactly what files to copy is the tricky part.
