In principle. Though many devices can act both as a router and a modem,
depending on setting (usually via web browser).
E.g., in Germany it seems that many ISPs stupidly provide you with a
router that is configured as a modem, accompanied by installation
instructions that make you use pppoe on the computer. Talk about stupid.
I have seen this with Alice (but they might have stopped the practice it
seems) and other ISPs. In all cases, I was able to connect to the device
by entering "fritz.box" (or whatever was the case for a particular
device) in the browser's URL bar and reconfigure the device to use pppoe
by itself. Then any PC will automatically connect by DHCP.
