Why does Firestarter not start on boot?

As far as I know, firestarter will not start when the network connection
interface (ethX, ppp0, ..) is not up/ready. I can see that when I plug my PC
to the switch/hub (with static IP) prior to booting it up, firestarter will
start. But, when the network connection is not up (unplugged or not set),
firestarter will not start either.
