how to enable universe packages through black prompt

Go to Settings - Repositories and make setup --> i thought here u are talking about graphical interface not black prompt , i didnot install the ubuntu yet

You can also add lines to /etc/apt/sources.list file  (correction - sorry)--> here i dont understand u is that a command as when i wrote it it gave me  "error command not found" so plz give me a command to write , as iam just a beginner
 and there is alot i dont know about the ubuntu yet. plzzz reply me.
