nsswitch.conf confusion

Hello all,
I'm stumpped here. I use my ubuntu to be authenticated to a LDAP server. It 
works.

However, if the connection to the LDAP server is not available, I cannot logon 
at all. Shouldn't I can still be able to logon using my 'local' account 
in /etc/passwd?

The /etc/nsswitch.conf is:
passwd:         files ldap
group:            files ldap
shadow:         compat

hosts:          files mdns4_minimal [NOTFOUND=return] dns mdns4
networks:       files

protocols:      db files
services:       db files
ethers:         db files
rpc:            db files

netgroup:       nis
