Thunderbird Message Filtering Disabled

I just tried to add a new filter and the "create filter from message" is 
missing. Then I clicked on message filter and it says:

XML Parsing Error: not well-formed
Location: chrome://messenger/content/FilterListDialog.xul
Line Number 1, Column 26:ertiesButton.setAttribute("disabled","true");

How did this happen and how can I change it back?
