managing dialout group

I see that my install of 7.10 has created

crw-rw---- 1 root dialout 4, 64 2007-10-25 10:57 /dev/ttyS0

yet, the dialout group is not listed when I do System -> Users & Groups
-> Manage groups

That makes group management rather difficult by this method.  Why is
this?  Is it a bug?  Or one of the system's renowned "security"
benefits?

If the latter, is there a gui program that will manage groups fully, or
must I grope the command line all the time?
