As is so often the case, the answer turned out to be simple enough, and
staring me in the face....

Edit /etc/adduser.conf and change two lines thus:

EXTRA_GROUPS=fuse

ADD_EXTRA_GROUPS=1

Strange how often asking the question results in finding the answer
yourself minutes later :)
