Custom Live CD with sshfs - adding default user to fuse group?

After much googling and grepping I have decided to ask here...
I wish to include the sshfs program on a live CD that I have remastered
from a debootstrap chroot. That in itself is easily done, and I have the
program installed. I can use sshfs, but in order to do so I have to add
the user to the fuse group, log out and in again - on a live CD this is not
as I want it. My users should not need to jump through that hoop :)
The difficulty I am having is in adding the default live CD user to the
"fuse" group - I can't seem to find the file that contains the default
groups. ( The live CD user is added to various groups, presumably before
automatic login occurs.) Simply adding the user to /etc/group fails , of
course. I think this is a "pam" issue, but I have not been able to track
down the correct file(s) to edit.
The CD uses Casper ( it's Ubuntu-based, but without Gnome or X ).
Where should the listing of default groups for the live CD user be
placed, in order for that user to be included in groups by default on
login?
