This indicates that compiz is running, but gtk-window-decorator isn't.

Did you use Compiz or Beryl before, with 7.04?  There could be some
stale configuration setting that breaks your setup (e.g. compiz may be
trying to use emerald-theme-manager, which no longer exists, instead of
gtk-window-decorator).

Resetting the configuration to defaults might work, but I don't know
exactly how to do that.  rm -r ~/.config/compiz?  Do something with
gconf-editor?
