Seems like you didn't look up the definition of a hacker. A quick refresh at [1]. And if you care :), hacking term itself started out in the '70s-'80s from -users-. It didn't exist before that period to mean [1].
Scott, a user need not be a hacker but hacking is inevitable in Linux. While it is true that the eventual goal of Gnu/Linux as I see is to be simple and easy to use, there are many instances I have found where hacking shell scripts, modifying kernel parameters and configuration files to be simply inevitable.

And as I mentioned before, if you happen to be a user, you'd obviously want free/libre softwares that can do the job in right way for you. And if source is provided with it && you can hack some source, the luck is with you. Otherwise, you can go whine to the propreitary vendor of your software and expect absolute abysmal support (Adobe Acrobat?, Nero 4 Linux?). 

This is ofcourse a very subjective topic and can be argued both ways.
