No, it doesn't have to be free/libre.

And beer isn't free (unless it's given to me - the same way someone 
might give me a copy of Microsoft Office as a gift...).

What good is it?  Most of us could care less about the source code for 
an app.  I've got hundreds of free software apps running on my box and 
I've needed the source code for maybe 5-6 of them at the most.
