installing Ubuntu

Can you tell me more about that Windows utility to resize partitions? Is 
it included with Windows XP? Recently I have installed Kubuntu on 2 PCs 
of a friend. Both were defragmented, but I tried to resize the partition 
with gparted. On both PCs resizing failed and Windows didn't boot any 
longer. We decided to forget Windows and use only Kubuntu. Anyway, maybe 
next time someone really wants to keep Windows and not reinstall it. 
Therefore it would be nice to know about that utility. I couldn't find it 
on my XP machine.
