defently not.
you need at least 700 (in your home) to on directories in oder to save files
in there.

Did you set a custom umask?
e.g. here is mine:
$ grep mask .bash*
.bash_profile:# the default umask is set in /etc/login.defs
.bash_profile:umask 077
bye
