"Is executable" != "shall be executed without thinking" :)

I know that there are executables in /etc, but not one configuration
program I heard of. They are config files.

Seriously, it's cool that you are an old hand with pre-X Unix
experience, but you should get yourself a contemporary Linux book, it
will make the transition much easier. The old classics, like the UNIX
System Administration Handbook, all have Linux section now to explain
where it differs. Though a dedicated Linux book for experienced admins
may be better.

Belongs to tar. Read the contents

Config file. You edit it, then the program runs it

You execute it, but not to configure anything. Again: edit, then execute

> /etc/ppp/ip-down

Etc.  I dunno if "most" config files end in conf, "ls /etc" seems to
give a different result. Anyway, if it's in /etc it is usually a config
file that you edit.
