Here's a list of a few files in /etc that are executable:

/etc/rmt
/etc/default/klogd
/etc/default/syslogd
/etc/cron.daily/slocate
/etc/ppp/ip-up
/etc/ppp/ip-down
/etc/hotplug/usb/logitechmouse
/etc/network/if-down.d/avahi-autoipd
/etc/network/if-post-down.d/wireless-tools
/etc/network/if-pre-up.d/wireless-tools
/etc/network/if-up.d/ntpdate
/etc/network/if-up.d/mountnfs
/etc/network/if-up.d/avahi-daemon
/etc/network/if-up.d/avahi-autoipd
/etc/gdm/Xsession
/etc/apm/apmd_proxy

Just because a file's name is "config" doesn't mean it's not a command. 
Most config data files have names that end in ".conf".
