Bad traffic rates to de.archiives.ubuntu.com

You and I (and of course all who aren't novice Ubuntu users) know how to 
reestablish and continue a download. But a lot of novice people new to ubuntu 
don't. So it are these novice users and their tendency to restart a download 
again and again and again I'm a bit afraid of.
