Got that, hence my expectation that doing twice-daily updates will break things.

You're kind of missing my point here. Mainly, that FileA which
belongs to PackageA is trying to be installed in the *same place* by
both PackageA and PackageB.
Since in both cases these were non-crucial documentation files, I'm
not in the least bit afraid to force an overwrite of a README file
since i almost never read README.
But the real problem is that when this condition strikes, it freezes
the update cycle. any other packages which have been updated will not
install, even if i do
apt-get -f install
the upgrade is still stuck at that point... it doesn't make sense
that apt won't try to install the rest of the packages because one
package is stuck. In fact, even using apt to try to remove a different
package will fail.
