kubuntu session doesn´t lock

I have set the kscreensaver to start automatically after 5 min, and
to require a password (ie. lock the session) after another 60 seconds.
However, I can walk away from the computer for an hour, and return and
jiggle the mouse and have access to the desktop again without entering
a password.
That´s not right.

I can manually lock the session (either by right click->lock session,
or the applet button in the panel, or the kmenu item), but, it
appears as though it will not automatically lock, as it is supposed to do.
I have used this lock session function in both fedora, and in dapper
for several years, and never seen this phenomenon.
I wouldn´t know where to begin looking for a solution.
