"firestarter", the gui, is just a configuration tool for the firewall.  It
runs a script to create the iptables rules that make up the actual
firewall, and can reasonably exit immediately on completion.  I'm not sure
that there _should_ be any continuous daemon running.  I haven't used it
for years, so I don't know what "monitoring" it can do, but the actual
firewalling can be logged to syslog, so I would think "monitoring" is just
a matter of excerpting syslog.
