I'm not sure if it is OK. Why do you choose static IP? Usually a router
could provide an IP address via DHCP. Using that option saves a lot of
trouble. Anyway, if you setup static routing, you will have to set
- IP address for the interface
- Netmask
- IP address of the gateway, i.e. your router IP address
- Nameserver(s), usually the IP address of your router

Wvdial is a program to dial to your provider via a good old telephone
modem, not DSL. In your situation, the login data for your provider
should be stored in your DSL modem or router. Then you don't need an
extra program to connect to your provider, but that is done automatically
by your router / DSL modem. However, if a) your router/modem don't
support this or b) you really want to manually control the connection to
your provider, I think you need the packages pppoe and pppoeconf. But I
haven't used them, so I can't tell you how to use them.
